I'd say the best solution would be to layout the 'graphic' parts with css (since the browser can then cache that info, and it's not spit back out during every cgi-transaction, the html could be whittled down to its bare minimum). For the columns and cells that contain images, use absolute px definitions. for the areas that contain predominately text, use em definitions. This way users with expansive screen resolutions can scale up the text to readable sizes, while still using the 'arrows' and matrix display.

An even more elegant solution would be to use SVF, but these aren't widely supported yet.
